We have received reports within the building of belongings being misplaced and a review of the security cameras shows [presumed] several suspicious persons who have come into the base and moved these objects possibly in pursuit of something which may give away our aims. As you have all been briefed, this cannot be allowed to take place. We do not have cameras placed in the rooms that accomodate trainees and spies; proceed to try and detain the suspicious persons with this in mind.

You either work for the government's agency, commonly shortened to merely "the Agency", and are attempting to put down a rebel group which has named itself "the Resistance", or you are part of the Resistance and working to uncover the government's secrets and bring the dark truths to light once and for all. Some things remain hidden regardless of what everyone wants, but perhaps this once, as a disillusioned Agency spy or as an enlightened Resistance worker, you can choose what you want to see.

INFORMATION ON THE AGENCY
The Agency, located in Long Island, New York, is a government-run organization which holds the purpose of keeping government secrets, quelling civilian disruption, and forestalling the creation and function of any anarchist or opposing group. Those who work for the Agency are known as Officials. Roles found in the Agency are as follows: Spy, medical specialist, bomb expert, scientist, research analyst, armed force, computer specialist, communication, code breaker, or standby.
The Agency's residence is one beneath an obscure government building, and as it is viewed as an inconsequential branch, it is well out of the way and though no civilian is able to get in, none are so intrigued that they would try. The building is large and build of limestone, but the bunker is where the Agency really functions.
A refined stone thing with little attention paid to aesthetics, the bunker houses several spies and trainees, as well as minors who have been specially trained to do the Agency's work and have no cover regarding day jobs. They often stay full-time in the bunker.
Looking aerially over the bunker, the living quarters are in the north-east, and can be expanded or collapsed depending on how many residents there are, as the halls can easily be used for storage or research. Each room houses two people, and has a bathroom with all necessities included. There is a training room and an exercise field to the south-east and southwest, and both are open at any hours. The research wing takes up the northwest portion of the bunker, about as sizeable as the exercise fields. The training room spans almost the entire south wing.
There is an eatery and cafe on the first floor of the government building, far away from any windows. An elevator in the center of the building provides lift for any Official. A key card is required for use.

The Resistance, located in Long Island, is an anti-government faction dedicated to revealing the secrets that the government is keeping from the people, and their firm belief is that if that causes anarchy, so be it. Its members are called Rogues, and the entire Resistance has adopted the catchphrase Malum in se, “evil in itself”. Roles found in the Resistance are as follows: Spy, medical specialist, research analyst, bomb expert, security guard, computer specialist, communication, code breaker, standby.
The Resistance, while smaller than the Agency, also has considerable funding and as such the living conditions are far from poor. The Resistance's main base is an apartment building not far from the Agency's headquarters: it is far enough away to deflect suspicion but the closest it can be for keeping an eye on government actions.
The 8-floor apartment complex is brick, and outwardly nondescript; however, upon entering it is quite apparent that all electronics and technology are state-of-the-art. There is a key card required to get into the building, and retinal scanners at the doors are programmed only to let other tenants of the apartment come and go as they please. Living quarters take up the north side of the building, and more are interspersed in the other sides. In the middle of the rectangular arrangement is an exercise field and training rooms.
Living quarters look like the typical apartment, if a bit nicer. Usually there are two bedrooms across from each other, a small living room, and a kitchen connected to that. Each apartment has one bathroom that is connected to both bedrooms. Residents usually have day jobs in order to deflect suspicion. Security guards patrol the building disguised as janitors to avoid drawing attention.
There is an eatery on the south side of the complex. While it is not a part of the Resistance, there is also a nice grocery store south of the building.

4. No super-powerful characters who can kill with a single hit, dodge everything, and remain unnoticed even when they should be. Use logic here, and it might be a good idea to take a Mary-Sue litmus test if you're not sure.
5. Romance is allowed, but keep it PG13, and if it goes beyond that, fade to black/take it to PMs.
6. No discrimination against any orientations, genders, or races. That's super not-allowed.
7. Don't godmod or metagame; your character should only know what they themselves have found out!

Appearance: Hotaru has bleached white-blonde hair; naturally it is black but he has since dyed it, and his roots are beginning to show. His hair is of moderate length, falling messily styled to the middle of his neck; his long fringe usually hangs in his amber eyes or is pushed back from his forehead. It gets a bit wavy and is just at the length where the ends begin to curl slightly, resulting in a perpetual bedhead.
His features are mostly soft and a bit effeminate; he has a heart-shaped face and while his eyes are not especially wide, their shape causes them to look bright and observant. His brows and lashes are the natural black, and stand out against his skin. His nose is turned up slightly when viewed in profile.
His skin is pale from staying inside often, and the fact that when he does go outside, Hotaru wears hats and jackets. He burns really easily and generally would like to avoid that. He's about 5'7", average height for sure; he weighs about 130 pounds. He's built slim, and tends to slouch a little so he appears an inch or two shorter. He has average proportions, if his legs aren't a little longer than the usual. Pain to buy pants.
Usually he just wears whatever's in fashion; nowadays he tends to go for beanies, sweaters or v-neck shirts if it's hot, and jeans, rolled up slightly so he can wear short boots or sneakers that go up past the ankle.
Personality: To sum it up in a sentence, Hotaru is awkward. He's not one to really sugarcoat things, though that may be because he largely isn't sure how. His words are blunt and uncensored, and his lack of sensitivity can sometimes get him in a bit of trouble. He's not quite sure about how to talk to people without offending them, though he has improved vastly compared to how he was before.
He is precise and wastes no time, which is part of the reason he went into the communications faction; he can talk effectively, calmly, keeping his cool while still conveying information in an efficient way. He's a bit detached, which perhaps is the reason that keeping calm is so easy for him.
Though not really especially intelligent, he is not stupid by any means, and his creative thinking spawns from his love of reading tall tales. Though it is a bit fantastical to talk about in daily conversation, the way his mind works on actual missions is unorthodox and actually quite helpful in the way that it hurdles obstacles.
He's quite focused, and if one were to stumble in on him while he was reading, it would likely be as though he were in a trance; when he's concentrating, it's like everything goes in one ear and out the other. Except the mission, if applicable, because that would be bad. He's quietly driven, in a way that if one did not look for his drive it would be easily missed. Apart from that he's not very distinctive; just the type of guy who blends in with crowds without really standing out.
History: Though Hotaru was born in Nagoya, it was only four years into his life that he moved to America along with his mother and father. He remembers little of where he was born, as he has not traveled back to Nagoya, and when he does go to Japan he often only stops by Tokyo. Nothing of note happened before that event in his life.
After moving, of course the first few years were tough; kids are brutal, and Tsunashi was teased for not being able to speak proper English for more than two years after arriving. Eventually that problem was remedied, but he remained withdrawn throughout much of his time in elementary and middle school, and he was especially ostracized from many groups because he had no outstanding qualities; he was a bit sickly and didn't do well in sports, he wasn't especially bright, and his cautious personality made him unable to just go out there and make friends.
It likely didn't help that both of his parents had by this time become quite successful in business, and often left him alone in the house for long periods of time. He didn't really mind, and perhaps it did build character, but his social skills certainly hadn't improved. He was heavily self-reliant and it was likely that he made no friends in his classes.
Upon entering high school, he began to try and seek out company, though at first with little success. (He definitely read How to Win Friends and Influence People at one point in his life.) However, at some point, with enough exposure, he became able to read people better than he had before; he was still far from adept, but it was enough that he blended in with others and attracted no attention. Soon after, through a referrer, he was inducted into the Resistance, and has been for several years for training.
Preferred weapon: He uses a crossbow in actual combat situations, as he dislikes the recoil and noise of a gun, but he also carries a taser with him for covert attacks.

Personality: To sum it up in a sentence, Hotaru is awkward. He's not one to really sugarcoat things, though that may be because he largely isn't sure how. His words are blunt and uncensored, and his lack of sensitivity can sometimes get him in a bit of trouble. He's not quite sure about how to talk to people without offending them, though he has improved vastly compared to how he was before.
He is precise and wastes no time, which is part of the reason he went into the communications faction; he can talk effectively, calmly, keeping his cool while still conveying information in an efficient way. He's a bit detached, which perhaps is the reason that keeping calm is so easy for him.
Though not really especially intelligent, he is not stupid by any means, and his creative thinking spawns from his love of reading tall tales. Though it is a bit fantastical to talk about in daily conversation, the way his mind works on actual missions is unorthodox and actually quite helpful in the way that it hurdles obstacles.

She unintentionally scares people, thinking they heard her walk up behind them, but they didn't hear her soft footfalls at all. She likes it quiet, so without realizing it, she will make as little noise as she can. She is not one to show her emotions at all, keeping them bottled up inside her unless she knows she's alone. This can make her seem cold at first, though she doesn't mean to be. To people she's first met, she is very polite and businesslike too. When she gets to know someone though, she can talk for a long time and likes to make people laugh at her own expense. She only shows this side of her when no strangers are around, because she fears harsh judgment. She is a hard worker, and though she can be prone to procrastination at times, she will get things done. She has a high-pain tolerance, but gets annoyed at people that won't stop complaining or whining about anything unless she's complaint about the same thing. She is slow to anger, but when she gets angry she likes to try and hold onto it. For reasons unknown to her, she can't stay mad at someone for more then a few hours, even if she wants to. If she gets angry enough, she dissolves into tears, a trait she hates about herself. She is very trusting and curious, and loves insects, especially bugs. She's more of a rule follower, and can be easily influenced by her friends. Jack can't take hints or jokes very well, she tends to be completely oblivious to any body language or hints, and takes jokes too seriously. She is very undecisive with almost everything, saying she doesn't care and is quite happy to let someone else make the decision. She can sometimes be caught zoning out, and is a deep thinker. She loves to read, and can be an oddball at times.
History: She lived a normal life with a older brother and sister, and her two parents in a nice middle-class house. When she was in school, she earned all A's and was the normal straight A student with the well-off family. She mostly got along with her family, and had a mostly normal life. She got interested in finding information around eighth grade, and by the middle of tenth she was skilled enough to uncover some of the Agency's secrets. She then had to go on the run, and joined the resistance for her safety and because she wanted to help bring them down and expose their secrets.
Preferred weapon: Any sort of handgun will do. She doesn't normally carry one around though, but keeps a taser and a can of mace with her at all times.
Role: Research Analyst
Cover Job: Works as a checker at the grocery store in the building.
