Hawke's IRL fiance, Lunaroki, suffered a massive stroke and died on Tuesday, March 31st, 2015.

Hawke needs to concentrate on other things, and is leaving MS permanently.

I think that, at least for this quest, the answer is yes.
However, I'm fairly certain Tristan said he was considering repeatable quests.
(Though, I think that the first time through and the repeatable afterwards should have different rewards >>)
