Description: This appears to be a conical hat made out of a thin yet reasonably sturdy plant-based material. It is red with large, multicolored dots covering part of its surface. A sparkly pom-pom is attached to the top of the hat. An elastic connects to the hat in two places, presumably so it can be placed on the wearer's head and not fall off.
Item effect: When placed on a creature's head, that creature becomes the life of the party. It is not unheard of for creatures to suddenly gain rainbow spots or a party horn. There have also been several reported cases of creatures shedding confetti.
